INTRODUCTION:

It is the policy of the United States to enhance security, increase Government efficiency, reduce identity fraud, and protect personal privacy by establishing a mandatory, Government-wide standard for secure and reliable forms of identification issued by the Federal Government to its employees and contractors (including individual contractor employees). Therefore, in accordance with HSPD-12 and NIST standards, CMS Contractor employees that require routine physical access to a CMS facility and/or routine access to a CMS federally controlled information system or sensitive information, are required to obtain a CMS issued PIV card.This document seeks to provide guidance regarding common questions associated with the Contractor Account (Badging) Provisioning/Credentialing process and the use of the EFI system as the means for accomplishing this.
